Treasury clearing rules will exclude specified inter-affiliate and non-U.S. repurchase transactions after the Securities and Exchange Commission granted targeted relief. The October 30 action changes the scope of transactions covered as firms prepare for central-clearing deadlines.
SEC Narrows Treasury Clearing Rules
The SEC said the relief excludes certain repo transactions involving non-U.S. counterparties, subject to specified limits and conditions. It also covers certain repo trades between a direct participant of a U.S. Treasury clearing agency and an affiliated entity that is not an investment company.
That affiliated entity must still meet the definition of an affiliated counterparty under Rule 17ad-22(a). The relief therefore does not remove all cross-border or affiliate repo activity from the framework.
What the Repo Exemptions Change
The Commission adopted the broader Treasury clearing framework in December 2023. The rules require covered clearing agencies to establish policies that make direct participants submit eligible secondary-market Treasury transactions for clearance and settlement.
Central clearing places a clearinghouse between counterparties, which can standardize risk controls and settlement. The latest relief responds to operational concerns without reversing the wider transition. That approach parallels other market-structure changes covered by Fusion Market News, including the European T+1 settlement shift and the CFTC’s review of round-the-clock derivatives trading.

Compliance Deadlines Remain in Place
The SEC extended the cash-market compliance date by one year to December 31, 2026. The deadline for eligible repo-market transactions is June 30, 2027. The October 30 release did not announce another general delay.
Firms still need to map counterparties, confirm whether transactions meet the exemption conditions and prepare non-exempt trades for clearing. The timetable arrives as monetary-policy decisions continue to influence Treasury-market activity, including the Federal Reserve’s latest rate decision.
The SEC issued and published the relief on October 30, 2026. Its earlier compliance-date extension was issued on February 25, 2025, and the SEC page was last reviewed on February 25, 2026.
The transaction-scope details come from the SEC’s October 30 press release. The implementation dates come from the agency’s official extension notice.
