Europe will shorten its standard securities-settlement cycle from two business days to one on October 11, 2027, according to European Central Bank Executive Board member Piero Cipollone. The shift is intended to reduce counterparty risk while forcing greater automation across fragmented post-trade systems.

Europe’s T+1 settlement date is now less than a year away

Cipollone delivered the keynote address in Frankfurt on October 29 at an EU T+1 Industry Committee event. The ECB highlighted the speech on October 30 as market preparations entered their final year.

T+1 means a buyer receives securities and a seller receives payment one business day after a trade, rather than two. The shorter window reduces the time that counterparties remain exposed to one another, but it also leaves less room to correct matching, funding or operational errors.

ECB says automation must replace T+2 workarounds

The transition requires more standardized and automated post-trade processes. Cipollone said inefficiencies that markets could absorb under T+2 will become harder to sustain when participants have only one day to allocate, confirm, fund and settle transactions.

Europe is coordinating the move through public authorities and the private sector because its market infrastructure remains divided across jurisdictions and institutions. The project is also intended to keep European markets aligned with other major regions that have already shortened settlement cycles.

TARGET2-Securities changes are planned for June 2027

The ECB said TARGET2-Securities already handles substantial T+1 and same-day transactions. The Eurosystem plans to adjust night-time settlement processes in June 2027, roughly four months before the market-wide migration.

The roadmap connects with broader efforts to modernize wholesale finance, including tokenized collateral standards, continuous derivatives trading and blockchain-based securities issuance. Market firms now face a testing period focused on operational readiness, cross-border coordination and reliable funding under the tighter timetable.
