FTC Cleo AI refunds totaling more than $15.8 million are moving toward distribution to over 2.1 million customers of the cash-advance app. The Federal Trade Commission published the payment timeline on October 8, 2026, with PayPal transfers scheduled to begin October 27.

FTC Cleo AI refunds follow a fixed timeline

The Federal Trade Commission said eligible consumers will receive an email between the announcement date and October 26, 2026. PayPal payments are scheduled to start the following day, October 27.

The agency said 2,124,796 Cleo AI customers are included in the distribution. Dividing the announced fund evenly would imply only a rough average, but the FTC did not say that every recipient will receive the same amount, so consumers should rely on their individual notice.

Recipients will have 30 days to redeem the PayPal payment. The refund administrator is Rust Consulting, and the FTC listed 877-788-4958 for payment questions.

Who may qualify and how to avoid refund scams

The FTC said the distribution covers customers who paid for eligible instant cash advances. Consumers should check the sender information and payment instructions in the official email rather than acting on unsolicited messages that request passwords, bank details or an upfront fee.

The agency emphasized that it does not require people to pay money or provide account information to receive a refund. That warning matters because large public refund programs can attract impersonators who copy official branding or pressure consumers to act quickly.

Consumers who do not recognize a message can navigate directly to the FTC’s refund pages or call the administrator using the number published by the agency. They should not use a phone number or link supplied only in an unexpected text message.

Why the Cleo AI case matters for fintech companies

The refunds stem from a March 2025 FTC case involving Cleo AI’s marketing and subscription practices. The complaint alleged that the company promoted access to hundreds of dollars in cash advances even though almost no customers received amounts close to the advertised level.

Regulators also alleged that consumers paid extra fees for same-day or instant advances that sometimes arrived later than promised. The FTC said the subscription cancellation process was difficult, adding a recurring-billing issue to the cash-advance claims.

Cleo agreed in 2025 to pay $17 million to resolve the case. The current distribution is the consumer-redress stage of that resolution, which is separate from the date the complaint and settlement were announced.

A redress distribution is not the same as a new penalty or a fresh finding of liability. It is the process of returning settlement funds to eligible consumers after the underlying case has been resolved and a payment plan has been established.

Cash-advance apps combine credit-like services, subscription revenue and mobile interfaces, so product design can directly affect compliance risk. Marketing language, delivery timing, fee disclosures and cancellation controls all influence whether users understand the cost and availability of a service.

The Cleo distribution arrives as regulators continue to scrutinize digital services and online representations. Fusion Market News recently covered the FTC’s Digital Forensics case and its effort to seek a contempt order involving Martin Shkreli, while a separate West Africa scam takedown highlighted the scale of enforcement across digital platforms.

For fintech operators, the practical lesson is straightforward: advertised limits should reflect typical customer outcomes, expedited-payment claims need operational support, and cancellation should be easy to find and complete. For consumers, the most important dates are October 26 for eligibility emails and October 27 for the start of payments.
