ECB Bank Lending Survey Shows Credit Tightening

Euro-area banks tightened credit standards for companies and consumer loans during the third quarter of 2026, the European Central Bank said on October 27. A net 9% of surveyed banks reported tighter standards for businesses, above the 5% expected in the previous survey.

Consumer-credit standards tightened by a net 14%, while housing-loan standards were unchanged. Banks cited higher risk perceptions and lower risk tolerance. The results add financing context to the ECB’s latest consumer inflation expectations.

Housing Demand Falls as Rates Bite

Demand weakened across every lending segment. Corporate-loan demand registered a net decline of 6%, reversing the increase banks expected. Housing-loan demand fell by a net 27%, compared with a 15% decline in the second quarter.

Higher interest rates were the main drag. Banks expect housing and consumer demand to weaken further in the fourth quarter. Funding pressure also matters for lenders, as shown by Fusion’s coverage of FHLBank Boston’s spread and funding results.

AI Infrastructure Creates a New Loan Pipeline

Several banks expect a gradual, sustained rise in borrowing for digital infrastructure, especially data centers. They said AI-related lending currently favors infrastructure providers over software developers and companies adopting AI tools.

Most banks have not introduced specific quantitative criteria for AI loans, although some now include AI risks in qualitative borrower reviews. Financing demand may therefore grow before underwriting practices fully standardize. The trend aligns with demand signals in Fusion’s Cadence AI outlook.
