Cboe Clear U.S. received temporary Securities and Exchange Commission registration to operate as a covered clearing agency. The approval expands the unit beyond futures and swaps clearing into securities products.

Cboe Clear Adds Securities Authority

Cboe announced the SEC registration on October 23. The company said the approval allows Cboe Clear U.S. to clear securities products in addition to futures and swaps.

The clearinghouse already operates as a Commodity Futures Trading Commission-registered derivatives clearing organization. It also recently obtained CFTC approval to clear margined futures more broadly and continues clearing digital-asset derivatives under that designation.

The change follows other market-structure developments covered by Fusion Market News, including Cboe EDGX overnight-order restrictions and CME clearing default-rule changes.

Binary Options Become the First Test

Cboe Clear plans to use the registration first for binary securities options linked to specified corporate key performance indicators. Cboe expects those products to list on Cboe Options Exchange and become available on Robinhood during the fourth quarter.

Binary options produce a fixed outcome when a defined condition is met. Their clearing requires controls for collateral, settlement and counterparty exposure. The registration therefore matters as much for operational risk as for product development.

Cboe previously revised the proposed fee structure for the products, as detailed in Fusion Market News’ report on Cboe’s price-based binary-options formula.

What the Approval Means for Market Structure

The registration gives Cboe a wider internal clearing platform while preserving its existing partnership with the Options Clearing Corporation for traditional equity options. Cboe said the expansion is intended to complement established infrastructure rather than replace it.

The next checkpoints are final product launches, trading demand and the effectiveness of Cboe Clear’s risk controls. Cboe has voluntarily adopted enhanced standards covering financial resources, risk management and operational resilience that the CFTC applies to systemically important clearing organizations.
